ARTICLE - REACTION TO ANTI-GOV'T PLOT

REACTIONS OF THE GOVERNMENT IN THE CASE OF THE PLOT AGAINST THE HAITIAN GOVERNMENT

Mr. Pierre Michel Brunache, the Minister of Justice and Public Safety, gave a press conference this Friday, April 13, to take stock of the plot planned by the retired Colonel Pedro Julio Goico Guerrero [aka Pepe Goico] aimed at destabilizing the Haitian government.

Shortly before the conference, the Minister of Foreign Affairs Laurent Lamothe, also Prime Minister-designate declared "...we take this very seriously. The Dominican Government through its security agencies, has documents, records, that involve and show some plans that are made, some plots to destabilize the Government of Haiti. We take this very seriously. We sent Thursday, on-site in the Dominican Republic, the Minister of Justice and Public Security with members of his cabinet, to analyze, to go look, to take note of documents, and we are very concerned about this [...]"

Frantz Bellerice, Chief of Cabinet of the Minister of Justice has confirmed the participation of Michel Pierre Brunache, Minister of Justice and Public Security, Thursday, April 12, alongside the Dominican Chancellor, Mr. Carlos Morales Troncoso, at a joint press conference in Santo Domingo, where it was about to denounce the destabilizing maneuvers revealed by the security agencies of the Dominican State.

Joint statement :
"...for reasons of national security the Dominican and Haitian republics, through the Haitian Minister of Justice and Public Safety, Mr. Pierre Michel Brunache, and the Dominican Minister of Foreign Affairs, Carlos Morales Troncoso, and the Attorney General of the Dominican Republic, Dr. Jimenez Radhamés have jointly denounced to the national public opinion of the Dominican Republic, .... that according to information supplied by security agencies of the Dominican State, Colonel Pedro Julio Goico Guerrero, Pepe Goico, has planned a plot to destabilize the democratically elected government of President Michel Joseph Martelly.

In these maneuvers Pepe Goico instructed the Haitian citizen Pierre Kanzki to initiate a campaign of discredit against the person of President Michel Joseph Martelly.

This campaign is based on an accusation that is totally false and unfounded against the honor and the integrity of President Michel Joseph Martelly.

According to information from retired Colonel Pepe Goico, Mr. Kanzki, must get in touch with other sectors of national life to execute his plan, with the objective of arriving to destabilize the Haitian government.

The Haitian and Dominican governments condemn such actions as criminal in nature, conspiratorial, endangering the peace, order, and tranquility of the Haitian people."

Minister Brunache has indicated that provisions had been taken by the Haitian justice to prosecute, according to the law, the Haitian citizen, Pierre Kanzki, whose name is listed as an alleged accomplice in the context of this case, designed primarily to, 'splash' the honor and the integrity of President Martelly. He has affirmed, to have given free rein to the competent judicial authorities to shed full light on this serious matter, so that the guilty may be punished according to the rigors of law in this matter.

Answering to journalists, the Minister of Justice stated "...the part that interests us is not the Dominican side.... what interests us is that there would be one or more Haitian citizens that could be capable of destabilizing the country. Because we need that the country moves forward, and what is important is that there is stability for investment, to create jobs [...] what really interests us is to have a serene atmosphere. Every Haitian citizen or foreigner who works to create destabilization, is in violation of the law, of the laws of Haiti and in general it is assumed to have at least 10 million Haitians in front of it, because stability is good for all Haitians [...] it will belong to the justice to describe the offense. This is not the role of the Ministry of Justice nor journalists to describe the offense, and I can not presume the direction that the investigation will take.

The bottom line is that an investigation has been opened. The prosecution will now gather information, by listening to the one who was accused and other information that will be collected to determine the nature of the offense or infringements [...] It is not the role of the Minister of Justice to determine whether or not there is an infringement [...] I can not give more details on an arrest warrant and ban of departure against Mr. Pierre Kanzki, or the search for an individual close to the government that would be involved as suggested by the rumors...]"
