DESIGNATED PM TALKS ARMY

Noting that he had not addressed the issue of restoration of the army with Cheryl Mills, the chief of staff to Secretary of State Hillary Clinton, visiting the country , and that discussions with the foreign policy official of the United States of America had focused only on developing the industrial park of Caracol, Laurent Lamothe believes that it is for the Haitians to get it right.

"The president has stated formally, and insisted several times his desire that all processes leading to the army will permit the institution to resume its rights under the best conditions. "We want things done as they should be done. It is also the desire of the President, and the desire of several other sectors. It is necessary that they (the armed civilians claiming or demanding the ex-FADH's recovery), ... to appoint a commission to be able to discuss with the individual that the President has designated, and which is composed of two Secretaries of State working on this issue."

"It is high time that this problem be resolved so that the country can project a better image, so that we can move towards the desired sustainable development," the Prime Minister stated.

"For a sustainable development, we need security, and to achieve security, it is through the National Police of Haiti, which is the only authorized strength for the present moment, and is the only armed force to carry out the duties. The right to guarantee security remains with the PNH and the PNH alone...

The next prime minister is opening however, a window for dialogue and peaceful resolution of this case.
