E-GOVERNANCE NEEDS NEW LEGISLATION

Reacting to the project of e-governance, one of the campaign promises of President Michel Martelly; consisting of the electronic management of data from the public administration, the engineer Rénol Guerrier, President of the Haitian Association for the Development of Information Technology and Communication (AHTIC) argued in favor of the establishment of a regulatory framework for the use of ICT in Haiti.

Recognizing that the modernization of public administration, is a necessary step to allow Haiti to be competitive, the President of the AHTIC believes that such an objective requires much more than computers.

Rénol Guerrier considers that the establishment of a regulatory framework of the ICT sector is one of the greatest challenges that the Haitian State will face; noting that the last law passed in Haiti, dates back to 1977 and no longer meets today's needs.

He informs that the AHTIC will organize to this end workshops for parliamentarians including for those of the Commissions relating to Communication, at the level of both houses to guide their work on telecommunications for the perspective of legislation on e-governance.
