A SYSTEM OF COHABITATION IS NOT POSSIBLE IN HAITI

Nearly four months after his inauguration, President Martelly has still not managed to establish a government after the rejection on two occasions of a Prime Minister designate. A month after the rejection of Mr. Barnard Gousse, the designation of a new candidate for Prime Minister's Office always remains suspended to the ongoing negotiations between the presidential camp and the various political blocs in Parliament.

Jean-Max Bellerive calls upon the international community to be patient and to understand Haiti and that "The Democracy in Haiti is under construction. Here we are working without a net. Every day we must invent our democracy"

According to Jean-Max Bellerive, the cohabitation between a president and a parliament controlled by the opposition is not conceivable in Haiti. "Cohabitation is a system too sophisticated for Haiti [...] this system corresponds to countries that already have organized and strong political parties [...] President Martelly, has arrived as the head of the country without political support in Parliament. It is necessary to have a dialogue with the parliamentary groups [...] It is difficult to act with coherence and to prepare for the future, because there is a coordination problem with the new presidency. We had only two Councils of Ministers in four months..."
