MIRLANDE MANIGAT DENIES ADVISING MARTELLY TO NOT PUBLISH CONSTITUTION

PORT-AU-PRINCE – The former First Lady Mirlande Manigat denied having given President Michel Martelly counsel that he should not publish the Constitution. The former rival of Martelly said that he should not have had touched the issue at all.

In an interview on Vision 2000, Manigat said that she hadn’t even met or spoken with the head of state; only recalling an encounter at the diplomatic room of the Toussaint Louverture International Airport, as she and her husband, former Prsident Manigat, were to fly out.

The former First Lady said former President Rene Preval published the Constitution of Haiti on May 13th. Although it contained errors, the amendments came into effect after the installation of President Martelly.

The president was poorly counseled by parties close to him is what the first lady presumes.

TITLE XIII of the Constitution of Haiti regarding the process for amending the Constitution does not make publishing the document into Le Moniteur a requirement.

The process calls for four steps:

First, an initiating party, in 2009 that was former President Rene Preval,

Secondly, a proposition by the National Assembly achieving a two-thirds (2/3) quorum, this was the 48th Legislature in 2009

Third, acceptance by a successive National Assembly achieving a two-thirds (2/3) quorum, this was the 49th Legislature in 2011,

Lastly, the ascension of a President-elect to the Office of the Presidency, Michel Martelly....
