ARTICLE - MARTELLY - CONSTITUTION

STATEMENTS OF PRESIDENT MARTELLY ON THE PUBLICATION OF THE AMENDED COMSTITUTION

Friday on the sidelines of the graduation ceremony at the School of Magistrates (EMA) of 20 new magistrates, President Martelly clarified his position on the publication of the amended text of the Constitution of 1987.

"...no matter what you do, there will always be people with you and people against you... Today I am the President of the Republic of Haiti. My mission is to lead the country on the road to its' destiny. I can say that it is in my hands; so it's not something that I take lightly, you can be sure of that. I have weighed it [the decision] for one year...

We looked at the reasons for doing or not doing it; then we calculated the weight of things. We saw MAYBE that in publishing it [the amended Constitution] there will be major progress for democracy, a great victory. For example, the establishment of the Permanent Electoral Council, the CSPJ, the Constitutional Courts; [...] these three things would be victories.

Since the Constitution was passed, no one has managed to do these things. These problems that we have are caused by the fact that there are always crises.  These electoral conflicts particularly, are because of the Provisional Electoral Council, which still exists, and that puts the country into instability.

Today it is not a question of pleasing one group or to be afraid of another group, it is ultimately to change things in Haiti and it would be already a first, to have these three institutions functional, and  President Martelly gives more importance to the future of Haiti than the opinion of certain people
