ARTICLE - PUBLIC SERVICE IMPROVEMENTS

OFFICIAL LAUNCH OF THE PROGRAMME OF IMPROVEMENT OF PUBLIC SERVICES

President Michel Martelly, proceeded, Tuesday, May 22, with the official launch of the Programme of improvement of public services. This is a first in the history of Haiti. The ceremony took place at the premises of the National Archives of Haiti, in the presence of Daniel Supplice, Minister of Haitians Living Abroad, Ady Jean Gardy, Minister of Communication, and Ms. Florence Elie, Director of Citizen Protection.

In his remarks for the occasion, the Head of State expressed his regret about the frustrations within the population to the lack of quality services in public administration. "For the vast majority of the population, mandatory or necessary contacts with the Haitian Public administration are a source of frustration and unsubstantiated expenses. Difficult access to information, long queues, long and complicated procedures, everything seems to be set up to facilitate the non rendering of public services, but the successful trading of parallel networks of 'racketters'." He believes that "this situation of disorder not only boosts the defiance of citizens vis-à-vis the state, but also causes unnecessary loss of revenue, and sometimes the issuance of questionable documents."

"In every administration, every office, I urge public servants to think about ways to provide the best service in the best possible conditions for the population. He announced that measures are already established to reduce the time for setting up companies, in order to make our country more attractive to potential investors. For his part, the Director General of the National Archives, Wilfrid Bertrand, thanked President Martelly for facilitating the establishment of a service of request of archive extracs from abroad [baptized Delivery Abroad ( Livraison à l'Etranger - LAE)]. The launch of services for processing requests of archive extracts abroad is in fact the first major outbreak of E-governance initiated by the President of the Republic.

In its experimental phase, this service is available in Miami, Orlando, Cayenne and the Dominican Republic. But from July, it will expand to other territories inhabited by Haitians: Guadeloupe, USA, Canada and France, who will be able, without moving, receive in particular their archival excerpts; marriage or divorce, and any other document issued by the National Archives, welcomed Director Wilfrid Bertrand. He explained that this program will also prevent the manufacture, and especially the use of false documents; indicating that in the coming days, a security paper will be used by the National Archives and immigration services.

Wilfrid Bertrand, stated that the LAE program was made ​​possible through a collaboration of the embassies, consulates and other partners, including houses of transfers.

During the launch, the Director General of the National Archives honored the Head of State by awarding him the Medal of the tri-fiftieth of the National Archives of Haiti. Proud of this honor, the Head of State stated, that public institutions must absolutely move towards the practice of participatory governance, and of proximity, that meets modern technology and the real needs of the population; and he is committed to make every effort to change the image of public bodies and institutions, which must move forward...
