SOME UPHEAVAL A WEEK BEFORE THE 2012 CARNIVAL, LES CAYES

LES CAYES – Government authorities have not broken with the practice of waiting for the final hours to disburse funds for the organization of events. The Carnival 2012, February 18-21, appears to be in a tug-of-war for leadership between a committee based in Les Cayes and one from Port-au-Prince.

A February 10 article in Le Nouvelliste reported that as of this past Friday the regional committee (Cayes) charged with organizing and executing the National Carnival in Les Cayes had not received “one red penny” towards satisfying their budget, according to committee spokeswoman, Marie-May Fourcand. It is expected that at some point during the week the disbursement would be made.

Circumstances are unclear, but the Minister of the Interior Thierry Mayard-Paul felt the need to inform the public on Friday that his ministry is not in charge of expenditures for the 2012 Kanaval. The ministry directed the public to seek the Minister of Culture and Communication, Pierre Raymond Dumas, who has established a committee (PAP) of nine, led by William Eliacin, for such assistance.

The Departmental Delegate of the South (Sud), Gabriel Fortune, submitted a resignation to President Martelly on Saturday. Fortune is the representative for the Head of State in a department that includes Les Cayes. He did not provide his reasons for resignation, but said he would communicate them later.

Speculation is that a private representative, the aforementioned William Eliacin and his committee from Port-au-Prince, has claimed a monopoly on all decisions regarding the national carnival in Les Cayes. It is assumed that the P-au-P committee holds the 50 million HTG ($1.2 million [U.S.]) apportioned for the event.
