ANALYSIS SHOWS 63.6 PERCENT DISBURSEMENT RATE FOR HAITI RECOVERY AMONG PUBLIC SECTOR DONORS IN 2010

The United Nations Office of the Special Envoy for Haiti (OSE) has conducted a new analysis of pledges made for post-earthquake recovery activities, revealing a 2010 disbursement rate among public sector donors of 63.6 percent.

The analysis is based upon updates from 55 public sector pledge-makers at the March 31, 2010 international donors conference. These donors pledged approximately $2.01 billion for recovery activities in 2010. (This number does not include debt relief pledges totaling $1.06 billion). Of the $2.01 billion pledged, $1.28 billion (63.6 percent) was disbursed by year-end.

This $1.28 billion was disbursed through four channels:

- $233.0 million in budget support to the Government of Haiti

- $223.6 million in pooled grant funding to the United Nations, Inter-American Development Bank and the World Bank through the Haiti Reconstruction Fund

- $688.9 million in grants to the Government of Haiti, multilateral agencies, NGOs and private contractors

- $135.3 million in loans to the Government of Haiti

In 2010 these donors disbursed an additional $128.2 million for general development in Haiti, outside of the New York conference recovery pledges.

The OSE also conducted analysis on donor data for the combined 2010-2011 timeframe. Public sector pledges for recovery activities in this broader timeframe total $4.46 billion. (This figure excludes $1.11 billion in pledged debt relief for 2010-2011). Donors have disbursed 28.7 percent of the $4.46 billion in public money pledged for 2010-2011. The balance on public sector pledges made for recovery activities for the 2010-2011 timeframe is therefore $3.18 billion.

This analysis does not include funds pledged for humanitarian relief activities. It is also exclusive of pledges made by privately funded organizations at the New York donors conference.
