REGINALD DELVA ADDRESSES THE REGULATION OF MOTORCYCLES

If motorcycles are a real opportunity for the public, for traffic problems, the 500,000 motorcycles identified that circulate in the country are the greatest anarchy, and without any respect for laws. This has become a major problem for public safety, that the Secretary of State for Public Security intends to solve...

"[...] Monday, we met some motorcycle driver associations. We are seeking practical, sustainable solutions, on the issue, among others: a mandatory helmet, vest, circuits that we will try to determine.

But we must go further. We met with the Ministry of Commerce to see how we are able to regulate the sale of these vehicles, and prevent that any person can sell motorcycles, as it is today.

We will also come with concrete measures to ensure that a person buying a motorcycle is licensed, and that he is able to operate a motorcycle. If that person wants to make transit [motorcycle taxi] with it, we will determine what transportation it will do. There are motorcycles that can take two people behind the driver and others only one. We will review the permit type C. We will call it C1 for one place, and C2 for 2 places. In that way, we will show people that we understand the problem.

It is because this sector is not organized that some benefit. We do not want to attack users of motorcycles, but the bandits who circulate by motorcycle [...] there are measures that will be taken, and very soon you will see that we will address things at the level of public transit. For example, in the way they carry passengers mixed with animals or goods [...]

Since Monday, the plan is beginning to come into force [...] Units will be deployed quickly, and be more present in the streets [...] But we have only 500 agents for the whole country... [...] We'll see how we will increase the traffic control that the Motorized Intervention Brigade (BIM) can come in as reinforcement [...] This will take time. It's not something that occurs overnight. The political crisis does not help either..."
