REACTION OF MINISTRY OF PLANNING IN THE CASE OF CONTRACTS

Jude Hervey Day, the Minister of Planning and External Cooperation (MPCE) in a notice to the press, says he never received the preliminary report of the Commission of Inquiry into the contracts signed during the emergency period. Following the information reported in the media, the Ministry said that he could not rule on a nonexistent administrative document. He rejects the accusations against his Ministry, stating that "this report" demonstrates a total ignorance of the environment of the time, and administrative procedures applied within the framework of the Emergency Law. He hopes that the calm and necessary debate on these issues is not simply a means of destabilizing that is purely political, having only personal interests for its objective...

"The Ministry of Planning and External Cooperation (MPCE) informs the general public and those interested on this issue, in particular, that it has not, to date, received any reports of the 'commission' set up by the Prime Minister, to review the contracts linking the Ministry to private companies.

Perplexed and faced with a will to stigmatize an institution that, over the past five years, has gradually become one of the main engines of national decentralization and regional planning, the Ministry reiterates its availability, as usual, to give explanations to all relevant institutions on the granting of such contracts under the Emergency Law passed by Parliament in the aftermath of the deadly earthquake on January 12, 2010.

Unable to respond specifically to a document administratively nonexistent, the MPCE indicates, however, that the accusations that have been reported, shows a total ignorance of the environment at that time, of administrative procedures under the law of Emergency.

These accusations only obscures the benefits and positive impacts of works undertaken under his auspices for the Haitian population.

The Ministry of Planning and External Cooperation, while acknowledging the legitimate concerns about transparency and the fight against corruption, hope that the calm and necessary debae on these issues is not simply a means of purely political destabilization, having only personal interests for its' objective.
