PRESIDENT MARTELLY TALKS ABOUT THE DEFENCE FORCE OF HAITI

Friday, President Martelly announced that he presented to the various embassies and international donors, the doctrine of the new defense force of Haiti, which will gradually replace the peacekeepers of the UN Mission for Stabilization in Haiti (Minsutah).
"...If Minustah would leave tomorrow morning, I think that there would be problems in the country [...] Everyone can think as he wants, but the President of the Republic sees things in a different way. The President sees that Minustah should leave, but that it is necessary to prepare the country for the departure of Minustah; so that it will be a gradual withdrawal based on our program of development for our own defense force.
Already today, for your information, we made the presentation to the various embassies and international donors, of our doctrine for our new defense force, [...] This means that we have our plan and our ideas and that we are moving [...] The force that we will create must have a doctrine; who will manage it, adn dictate to it how it will work... We are working to identify which model of support and of whom, the support will come from; so that we can move forward [...] so that in a not too distant future, Minsutah can begin to leave the country [...] Minustah also wants to leave the country [...] but Minustah can not leave as long as myself.. I have not given permission to leave, and I can not give them the permission, as long as I'm not sure that the Haitians who are in the country, have full security.
Meanwhile, we work to strengthen the police who need support and logistics. We work with the Chief of Police to see that when we are done with the prisons which are under construction, that we are not obliged to keep 150 prisoners in a small room... but we must understand that things take time..."
