Following the awareness campaign and of civic engagement, launched by the Northern Regional Office of Tourism, on May 16, the Departmental Directorate North of the PNH, proceeded earlier this week, to a cleanup day, in several parts of the city of Cap-Haitien, to send a clear signal to the Capoise population on its willingness to contribute to tourism development.
"As a prelude to the Festival of the Sea that will be organized by the Northern Regional Office of the Ministry of Tourism [July 13-15, 2012], we wanted to send a signal to the population, in order to stop throwing garbage all over the streets of the city, which is considered as a Historic and Tourist Capital of the Country. It is also an opportunity for us to get involved in social action and citizenship, alongside our mission, which is to protect and serve the people," declared Carl-Henry Boucher Director of the PHN in the Northern Department.
The cleanup day was strongly supported by the Northern Regional Directorate of the Ministry of Tourism, particularly in terms of logistics, and Ms. Dieudonne E. Luma, the Director of the Ministry of Tourism in the Northern Region, has applauded the initiative taken by the PNH, and promised to continue the awareness campaign among the population, to ensure sustainable tourism development in the community.

PORT-AU-PRINCE — A Haitian government effort Wednesday to register hundreds of veterans so they can receive pensions and back pay failed to demobilize a band of rogue soldiers whose presence is becoming an embarrassment to the Caribbean nation and its United Nations peacekeeping mission.
The rogue group of ex-soldiers and their young recruits has defied repeated orders from the administration of President Michel Martelly to clear out the former military barracks they've seized in recent months in their push to revive the national army. Their increasingly visible presence has heightened tensions as they parade around the capital in military fatigues and carry automatic rifles.
The Haitian government and the U.N. mission say they recognize the country's police force as its lone public security force but authorities have taken no action to disband the rogue soldiers aside from forming a panel to study the matter.
The group includes an estimated 3,500 former soldiers and followers too young to have served in the military that was abolished in 1995 because of its abusive past. Some of them operate from an army barracks in the district of Carrefour just outside Haiti's capital.
"We will address those guys in Carrefour later," Reginald Delva, the Haitian secretary of state for public security, told The Associated Press at the pension registration. "Hopefully, we will do it peacefully. We will offer them an opportunity to get a job, especially for the young guys."
Martelly raised the hopes of former soldiers seeking to re-enlist when he said as a candidate and later as president that he would reinstate the army, despite opposition from Western diplomats who thought money for the army would be better spent on the understaffed police force.
For the past year, hundreds of ex-soldiers have been training in camps. A few months ago, they took over the old military bases without opposition from the government. They've since paraded around the capital, in front of police, and the U.N.'s top envoy to Haiti has called them an "unnecessary provocation."
Under pressure from the U.N., Haitian officials set up a panel almost two months ago to figure out how to get the armed men out of the bases. Leaders of the rogue army say they won't leave until they are appointed to an interim military before Martelly officially reinstates the force.
One of the rogue group's leaders, former Sgt. Larose Aubin, said by telephone that the band wouldn't participate because the government broke its promise to give them senior positions in an interim security force.
"We are not going to take part in this," Aubin said.
The government for years has struggled to compensate the several thousand veterans who served in the armed force. An estimated 7,500 soldiers were dismissed, and they have argued they are entitled to millions of dollars in pension and lost wages.
"They have to compensate us immediately," Remy Jerome, 44, a five-year veteran who carried an ID card that crinkled at the edges, said as he waited to register for his compensation. "We were serving the nation."
Heeding a call from the Interior Ministry, hundreds of veterans showed up Wednesday with their old ID cards to collect their pay at a former military academy in Haiti's capital. They will each receive from $1,625 to $1,750, depending on their years of service and rank, Delva said.
Interior Minister Thierry Mayard-Paul told reporters that the government has about $2.65 million at its disposal for the compensation.

POLICE OFFICERS THREATEN TO STRIKE

Following the killing of their fellow police officer Walky Calixte on April 17, [and several other members of the PNH in recent weeks], members of the National Police of Haiti (PNH) no longer hesitate to openly show their "fed up" face to the situations of violence. They are more often the target and victim, threatening last week to strike on Monday.
Faced with this threat, the Ministry of Justice has reacted strongly, reminding the members of the PNH, that the right to strike is prohibited in the police institution.
"The Ministry of Justice and Public Security (MJSP) notes with astonishment that, following the assassination of one of them, some officers of the National Police of Haiti (PNH), exhibited behavior inconsistent with their core mission, which is to guarantee the safety of lives and goods.
The MJSP would like to remind to the police officer strikers that under Article 34.1 of the Staff Manual of the PNH, the right to strike is prohibited at the police institution level. The PNH officers are subject to the right of reservation and must exercise restraint in the exercise of their function. The MJSP ensures the High Command of the National Police of Haiti of its support for all legal and regulatory provisions taken for a return to calm.
Moreover, the MJSP, while addressing his sympathies to the relatives of victims and police officers and to the police institution, requires of the judicial authorities the initiation of public action to ensure justice [...]"
Monday, at a press conference, Mario Andrésol, Director General of the PNH called to order the police officers and launched an appeal for calm "[...] To the police officers, I told them not to be manipulated [...] At the police command level we are following the situation closely. We expect to have all data on hand to talk about not only the police officers, but also the population. Police officers are not allowed to strike, and to make protest movements. The regulation prohibits it [...] We will not tolerate people with deviant behavior. At the same time [...], we see that the Government Commissioner with all good will, is already at work on the issue. The file is already in the cabinet of instruction [...] We will leave that in the hands of justice, so that justice continue on the issue. It is the only way, I think, to get out of the situation of disorder... [...] I reiterate my appeals for calm [...] We are here to work together. I ask the police not to take to the street [...] We are here to protect and serve, police can not be a problem, the police is the solution [...] the police commander urges you to recover. We want everyone to return to work correctly, and we ask the population, which is there to support the police, to let justice do its work [...]"

Monday, Mr. Thierry Mayard Paul, Minister of the Interior, Local Authorities and National Defense convened the members of the former staff of the Armed Forces of Haiti (FAd'H) to receive the compensation due to them. A step, which should [we hope], contribute to the return to normal in our country.
"Following the recommendations of the State Commission for the Organization of the Military Component of the Public Force created by Decree on November 21, 2011 submitted to the President of the Republic, prescribing among others a solution to the problem of compensation of members of the former staff of Armed Forces of Haiti.
Considering that the Armed Forces are a decentralized service of the Ministry of Defence.
Considering that the Ministry of Interior, Local Authorities and National Defense is therefore the legal normative framework at the disposal of the elected civilian authorities of the nation for the political control of the Armed Forces.
CONVOCATION
The members of the former staff of the Armed Forces of Haiti, who have not yet received by that date, from the Bureau of Management of Demobilized Soldiers (BGMD), their first and / or second tranche of the compensation process, will be convened Wednesday, April 25, 2012 at 10:00 am, at the headquarters of the School of Magistrates (former headquarters of the Military Academy of Haiti) located in Frères, Pétion ville, in order to finalize this phase of the process.
Beneficiaries will present themselves in this place, at the date and time indicated, with their military identification card and any other legal documents legal or administrative issued by the military institution, to verify their belonging to that institution."

GUNMEN IN MILITARY FATIGUES ARRIVE IN JACMEL, SOUTHEAST

JACMEL – A group of men and women, armed and in military fatigues arrived on Tuesday at midday in the town of Jacmel and paraded in several streets of this southern city, located 86 km from Port-au-Prince.
These individuals, claiming to be members of the disbanded armed forces of Haiti indicated that they came to the city in order to familiarize themselves with the population. One of their spokesmen, Sergeant Aubin Larose was very critical of the peacekeepers of the UN Mission for Stabilization in Haiti, which he has called for their withdrawal.
They are, he said, guilty of many wrongdoings; including rape, of girls and boys, murder by hanging, robbery, in addition to having introduced cholera in the country.
Aubin Larose says his men are in the south-east, as part of a national tour of the country's 10 departments, in order to make themselves acquainted with the population.
However, the spokesman of the organization "Southeast Front", Vital Delouche, very hostile to the military, described as arrogant, the presence of these armed men and women in the touristic city. He noted that none of them is from Jacmel, and promised to mobilize the population against these men and women, which he said belonged to a pink militia.
"They are no soldiers, but militia close to the government," said Vital Delouche.
In Petit-Goave (West), agents of the Departmental Unit for Maintaining Order (UDMO) supported by administrative officers from Port-au-Prince, have prevented a group of men in military fatigues to occupy an abandoned building owned by the Biamby family under the Duvalier dictatorship.

DELMAS CITY COUNCIL PREPARES TO GIVE FAST EFFICIENT RESPONSES TO EMERGENCIES

PORT-AU-PRINCE - The City Council of Delmas organized, Friday, March 16, 2012, a session of training and simulation of fire management that took twenty officers of the Service of Civil Protection of the Municipality and the National Police of Haiti, rescue workers, more than a dozen firefighters and civil society guests. The session was provided by Ms. Amy Richardson, a firewoman visiting from the United States of America at the invitation of Mayor Wilson Jeudy, who graciously agreed to share her expertise to young Firefighters and rescue workers of the municipality of Delmas.
According to Mayor Wilson Jeudy, this activity falls within the technical capacity of firefighters and rescuers of the municipality in order to intervene effectively and methodically in cases of road accidents, disasters and natural disasters.
In addition, Mr. Jeudy believes it is important to strengthen the structure of Emergency Management and the Fire Department. He stated that this dynamic intervention will make the team of his rescuers administration more efficient and better able to provide support and assistance to victims of fires, road accidents and natural disasters.
Also, he insisted that the team of Civil Protection of the commune will be able to save many more lives in all circumstances. "Reliving the experience of 12 January 2010 without the ability to give an immediate answer, would be a timely and effective problem seriously, "he added.
For his part, Michel Joseph Jr., an engineer and the Technical Coordinator Civil Protection of the Municipality, said that being effective in methods and practices and interventions to respond immediately to emergencies is of paramount importance to the City Council of Delmas. The actuality of being prepared to respond in case of a possible disaster produces more than is necessary not only for the people of the municipality, but also for surrounding communities and countries. "This basic training will also offer participants the ability to know what must be done in case of fire," suggested the engineer of the Department of Civil Protection.
This initiative of the City Council of Delmas is all the more noble as it addresses a major need of the hour. Delmas, like all municipalities in the country, often encounters traffic accidents, fires and other natural disasters, to which the answer made is not always the most appropriate. Also, in the opinion of many citizens attending this activity, Mayor Wilson Jeudy and his team deserve encouragement for this approach to preserve and save lives and property.

REMOBILIZED SOLDIERS BY THE HUNDREDS DEMAND RESPECT FOR THE CONSTITUTION

CAP-HAITIEN - At the initiative of the head of the armed men of the north, Marcel Daniel, along with individuals in olive green military uniforms, and accompanied by former rebel Guy Philippe and Senator Jean-Charles Moise, the remobilized took to the streets with a demonstration that grew to the hundreds, and demanded respect for the constitution.
Thursday was the 25th anniversary of the framing of the 1987 Constitution of Haiti and gunmen claiming to be members of the former Armed Forces of Haiti, with the support of former rebel leader, Guy Philippe (2004), called for the return of the army, disbanded since 1995.
The presence of protesters to respect the constitution and the gunmen, caused a scare in the city, particularly near the area of Vertières, where uniformed men wanted to cross the other event which also protested against the return of the army.
Shots in the air were probably drawn by the men in olive green, but no casualties have been recorded. Under police protection, the event for the constitution continued its route, ending before the Divisional Delegation, where it was joined by Senator Jean-Charles Moise (Nord/Inite).
The Member of Parlaiment promised to continue working for the respect of the constitution and in favor of the population.
The men in olive green for their part, promised to win the streets when they see fit, minimizing the statements of the interior and justice ministries that have called them to clear the sites they occupy....

ARTICLE - LAVALAS, SOLDIERS RALLY
FORMER SOLDIERS AND LAVALAS RALLY IN CAP-HAITIEN

CAP-HAITIEN - In Cap-Haitien supposedly demobilized soldiers and Lavalas sympathizers were in the streets. The military made a scene of a parade led by Guy Philippe, and a demonstration of Aristide supporters was under the leadership of Senator Jean-Charles Moïse - on the occasion of the anniversary of the constitution: Some demanded the restoration of the army, while the other went to war against Martelly.
At midday, the Lavalas demonstration was punctuated by shots of unknown origin. Protesters erected barricades of burning tires in several neighborhoods, such as Cité Lescot. This situation affected traffic and general trade. The stores had to close suddenly in the second largest city...
Senator Moise marched through the streets of Okap at the head of a crowd of several hundred people who called for President Martelly to resign for holding alleged foreign nationality. "It is unacceptable that after 200 years of independence, a foreigner is heading the country," said the second Senator from the North, and also the chairman of a Senate investigating committee.
Moise Jean-Charles has opposed plans by President Michel Martelly to reinstate the Armed Forces of Haiti, but on Thursday said if it is well established, an army is a good thing.
For their part, cheered by thousands of young pro-FAd'H - which was dissolved in 1995 - the armed and uniformed occupants of the regional headquarters of the Ministry of Agriculture, joined Guy Philippe, in a parade, which quickly turned into a street demonstration.
