A PUBLIC FORCE CANNOT BE CREATED, WITHOUT A LEGAL FRAMEWORK

While Brazil awaits the green light from the UN this month to begin the gradual withdrawal of its troops from March 2012, and President Martelly is already considering the recruitment of 500 members into the new national security force,... Senator Youri Latortue, in favor of this "new army of Haiti", stated that nothing can be done without a solid legal framework.
"...since 2007 as a Senator, I have always said that we must strengthen the Haitian security structures. It's necessary to move toward the sovereignty of the security in terms of a public force. So in that sense, I think that our goal was to reach the establishment of a professional police force and a professional army.
We have done a lot of this battle under President Préval and nothing happened [...] Today, there is a President, who has headed in a straight line to the establishment of another public force; which is the national army [...]
We can not create a public force, without a legal framework. First, you must have..., a Defense Minister. Secondly, we must have different laws on the General Regulations of the force. It is necessary to have a law for the military staff. it is necessary to have a law for military justice [...] They must be well defined before starting, to avoid any deviations in the future;,... and to be able to punish by them."
