THE DEPUTY OF BELLE-ANSE WORRIED ABOUT THE WITHDRAWAL OF THE NGO "SAVE THE CHILDREN"

Jean Pierre Rossini, the Deputy of the first constituency of the town of Belle-Anse [Department Southeast] is expressing concern about the possible spread of cholera, after being informed of the withdrawal of the humanitarian organization "Save the Children" from the town of Belle-Anse. This NGO had intervened in the treatment of cholera in the area, since the onset of the epidemic.
The Deputy of the South East indicated that the Ministry of Public Health and Population (MSPP) must ensure the management of the CTC (Cholera Treatment Center) implemented by the NGO, after the withdrawal of "Save the Children" scheduled January 31, 2012. "The presence of staff of the MSPP is a necessity before the NGO leaves the town."
The Deputy expressed concern about an outbreak of the cholera epidemic at the approach of the rainy season, while the municipality has only one CTC that works with a small staff. He informed that he had met the Minister of Health, Mrs. Florence Duperval Guillaume, to inform her of the news of this departure. The Minister told him that she had not been informed that the MSPP had to take care of the management of the CTC of Belle-Anse...
At this situation the Deputy, during a press conference Monday, Jan. 30, has sounded the alarm to the authorities in the Government, including the Minister of Health to intervene in this matter. The Deputy from the South East, requests an urgent meeting between the MSPP and the responsibles of Save the children" to extend the mandate of the NGO, in order to assist the population thati is exposed to cholera.

Dr. Carl Murat Cantave, Secretary of State announced to the public last Thursday, the operationalization starting February 1st, of a public network of ambulances, composed of a fleet of 35 ambulances; to respond to emergencies of inhabitants of in the West Departmen. 5 additional ambulances will remain in reserve in case of problems.
A new phone number, "116" will replace all other emergency numbers, between those in need of an ambulance and the network, informed Ralph Sénécal responsible for the functioning of the ambulance service. The management of the network will be done from a command centre [located in the neighborhood of Maïs Gâté] composed of a communications center, a dormitory and a garage for ambulances.
"The cover of the Department of the West will be provided through 7 circuits," stated Dr. Cantave. That first public network of ambulances in the West, should gradually lead to the establishment of a national network of ambulances and the gradual improvement of emergency health facilities. The next ambulance network, composed of 10 ambulances, should be put into operation in the Artibonite.

ICMA TO ADDRESS FIRE/EMS CAPABILITY IN HAITI

The earthquake that struck Haiti in January 2010 left the country with a multitude of problems and needs. An estimated 300,000 people were killed; buildings were damaged or destroyed; at least a million people were left homeless and relocated to hastily constructed camps; the communications and transportation infrastructures were disrupted; and it was often unclear who was in charge of rescue and aid efforts. Delays in delivering aid led to great human suffering and sporadic violence.
Throughout the response, there was no local ability to provide true rescue services or coordinated firefighting, and the earthquake put a spotlight on this absence of emergency response capability—specifically the lack of national fire and emergency medical service (EMS) resources capable of providing rapid response, critical care, and other key services.
As part of the international effort to rebuild the Haitian government’s capacity and to protect its citizens from future disasters, the U.S. Southern Command (SOUTHCOM), through its Humanitarian Assistance Program in its Civil Military Assistance Division, became a player in efforts to help Haiti’s Public Security Department address public safety and response. SOUTHCOM, based in Miami, is one of nine unified Combatant Commands in the Department of Defense, responsible for providing contingency planning, operations, and security cooperation for nations in Central and South America and the Caribbean.
In the earthquake’s aftermath, a network of fire/EMS stations is being constructed in ten cities (Port Au Prince, Cap Haitian, Hinche, Gonaives, Jacmel, Jeremie, Les Cayes, Miragoane, Ft. Liberté, and Port-de-Paix). The project is coordinated by the U.S. Military Liaison Office in Haiti. Each of these stations will need an organizational framework, operating procedures, and trained staff with sufficient equipment to do their jobs.
SOUTHCOM has selected ICMA to develop a plan for these emerging organizations. ICMA will deploy a senior training specialist to Haiti to assist in establishing a fully functional fire/emergency response operation in the country. During this four-month program, ICMA will undertake the following activities and deliver results in both English and French:
■Identify or modify an organizational framework and standard operating procedures for the network of stations
■Assess the hazards that threaten each new station so that they can be incorporated into training and equipment recommendations
■Design a program of instruction for fire/EMS personnel, covering leadership, organization, basic firefighting, emergency medical services, and incident command
■Develop a prioritized list of the furnishings, communications equipment, firefighting and emergency medical response equipment, and personal protective gear that each fire/EMS station needs to become operational in the short term
■Seek out potential sources of refurbished fire trucks and ambulances for the new stations.
To carry out the program, ICMA will coordinate with the Haiti Public Security Department and others involved to ensure that its work complements initiatives already in place.
Training will be conducted by Chief Karls Paul-Noël, an experienced practitioner, trainer, and instructor of Haitian ancestry who is familiar with the status of disaster preparedness in the country. He has been a member of the Urban Search and Rescue team of the Miami-Dade (Florida) Fire Rescue Department since 1987 and has responded to disasters worldwide, including earthquakes in Haiti and Turkey, floods in Mozambique, and numerous hurricanes in the Caribbean. Gael Painson, a Haitian fire/EMS specialist, will facilitate the assessments and provide input into the program based on his extensive local knowledge.

SIGNING OF A CUBA-BRAZIL-HAITI TRIPARTITE AGREEMENT

A tripartite agreement on health, between Cuba-Brazil-Haiti, for a period of three years, has just been signed with the Haitian authorities. The signing follows the decision in October 2011, on the necessity to establish a program of South-South cooperation in the field of health. Dr. Florence Duperval Guillaume, Minister of Public Health and Population (MSPP), stresses that the concept of health, is an essential point for any government wishing to contribute to the welfare of its people. Its Ministry intends as part of this program, to realize a set of trainings aiming to harmonize the Haitian health system, and make an integration of Haitian doctors trained in Cuba. For the Minister, the establishment of these relations means a lot. "Previously it was the Haitian delegation that moved; [...] now they are Cuban and Brazilian delegations that come into Haiti."
Jean Hugue Rius, Program manager, explained "...In the specific context of this Cuba-Brazil-Haiti tripartite agreement, we have first the construction of community hospitals.... there are three planned. There is the rehabilitation of a group of health centers; the psychiatric Hospital of Beudet [...] There is the support for immunization programs and the strengthening of laboratories for disease surveillance. This is why, as part of this agreement, it is expected that there will be the rehabilitation and development of two regional laboratories in Cap Haitien and Les Cayes. It is also a question of training health staff, and the establishment of a national ambulance network for emergencies... As you can see, this is rather an ambitious program [...] It is obviously for beyond the three years of the agreement. It will be necessary continue to implement the necessary measures to ensure the sustainability of the programs of this Convention [...]"

PROCEDURES FOR OBTAINING A RESIDENCE PERMIT IN HAITI

Following the notice dated January 27, 2012, issued by the Ministry of Interior, of Territorial Collectivities and National Defense, to the attention of foreign nationals staying for more than 90 days in Haiti or living on national soil, concerning the formal obligation to obtain a residence permit and to legalize their status, the services of the Ministry inform the person concerned, of the steps and documents required to apply for a residence permit.
To be holder of a residence permit, it is necessary to/to have:
1. Write a letter requesting an application for a residence permit to the Directorate of Immigration and Emigration by notifying the reasons.
2. A photocopy of the biographical page of passport of the applicant
3. A letter of employment from theirs employer or the person who supports them, guaranteeing the stay of the foreigner in Haiti and repatriation if necessary.
4. A Medical Certificate not older than thirty (30) days.
5. Two (2) copies of the photograph of the person (format: Passport Photo and color).
6. A photocopy of boarding card obtained during its last re-entry to the country
7. A photocopy of Birth Certificate (French translation required).
8. A bank statement from a bank operating in Haiti.
9. A criminal record (Country of origin of recent date).
10. A sum of five thousand gourdes (5,000 gourdes) to pay in 'check of direction' to the order of the Treasury
Note that when filing documents, the applicant will have to be interviewed and then to complete the application for a residence permit. His fingerprints will be taken and stored in the database of the institution. In reference to Article 34, the annual application for renewal of a residence permit will be accompanied by the slip proving payment of income tax fees for the fiscal year elapsed.
Law of August 12, 2002 granting certain favors to native-born Haitians enjoying another nationality and to their descendants :
Article 1 - Every native-born Haitians enjoying another nationality and its descendants are:
a) Exempted from visa to enter and exit Haitien of Haiti;

c) Exempted from the formalities of a work permit, employment permit and payment of related taxes;

Stéphanie Balmir Villedrouin, the Minister of Tourism has proceeded earlier this week to officially inaugurate the new premises of the Institute of Hotel and Tourism Training of Haiti (Institut de Formation Hôtelière et Touristique d'Haïti - IFORHTH) [#14 Impasse Lavaud]. In her statement the Minister of Tourism declared "...it is with great emotion that I proceed today to the reopening of our school of Hotel and Tourism. It is indeed for the Ministry of Tourism, a major act of reconstruction, as it is .... the formation of our human resources. We begin this new year with the construction and opening of new hotels, created by both foreign and domestic groups among the most prestigious, who represent the confidence placed in the tourism industry in Haiti.
Every time I announce a battle won, the signing of a new memorandum of understanding, I knew that the victory was incomplete. Because the most important remains to be done, having the appropriate training conditions for the establishment of an Institute of Hotel and Tourism Training, capable of responding to a request for qualified personnel. Finally we have arrived safely, with the reopening of our Institute. Everyone can understand, while listening to those who preceded me in this pulpit, that it was a collective work, of an exemplary partnership between the public, the private sector and international partners.
This synergy of wills obtained, testifies to the approach that we must resolutely take to rebuild our country; knowing exactly what we want in a planned, programmed manner, to finally generate project management and achieve, as today, our goals. It will be necessary that you ensure the essential requirements: firstly a training of quality with a curriculum and diplomas which are constantly adapting to market changes, considering that our domestic market is already in the selection criteria, a component of the international market. A second challenge is to have a training that meets the needs of businesses, with new courses targeted that will be implemented from March 2012 to accommodate the existing staff in tourist establishments. You will need also, to bring a new educational approach that will make of the student, an actor in his training with a constant interplay of teaching and learning, where the emphasis will be placed on the transition of the knowledge toward the know-how.
We will make every effort to facilitate internships and training abroad to ensure their direct contact with the changes of the world and updating their knowledge..."

ARTICLE - E-GOVERNANCE
FIRST POSITIVE IMPACT OF THE E-GOVERNANCE ADVOCATED BY PRESIDENT MARTELLY

President Michel Martelly launched Tuesday, January 31, the modernization project for the creation process of a limited company, on the initiative of the Ministry of Trade and Industry (MCI). In the presence, among others of: Wilson Laleau, Minister of Commerce, parliamentarians and business personalities, the Head of State promised its full support for the realization of this ambitious project which will reduce the number of days to start a business in Haiti, as a limited company, from 105 to 10 days.
This modernization project, a first in the history of the Haitian Public Administration, is part of the program of e-governance established by the current team in power. The new project aims to make the re-engineering and computerization of steps associated with the creation of a limited company, while meeting what is prescribed in the current legislation, and will require the creation of new laws, including that for an electronic signature. Using modern technology, the MCI will be responsible for the operationalization of the various stages of this project, with the active support of the various actors involved directly and indirectly in the process.
Confident that this project will encourage job creation, one of the four "E" of his political program, the Head of State continues to require of the members of his government, concrete results to improve the business environment in the country where there are lots of opportunities, remaining convinced that we must work hard to put Haiti on the world map of business.
"...The poor rankings are harmful to the image [of Haiti] and are not likely to attract large flows of foreign direct investment circulating in the region," asserted President Martelly " [...] Since I took office I have asked my Government to identify and remove obstacles, in the view of turning Haiti into a chosen land for productive investment; the only guarantee of decent and sustainable jobs. [...] My commitment here before you today is to put an end to this situation. In my speech to Parliament on January 9, I gave the task to the government to take all necessary actions to improve the business environment. I am pleased to see that people of good will involved in this process of business creation, gathered at the initiative of Minister of Trade and Industry to address these problems and solve them as soon as possible. The objective of passing from 105 days to 10 days is a challenge that together we are capable of meeting. I have confidence in you to carry out this project. I urge all Ministries and agencies involved in this process of modernization of the business environment, to follow suit without delay for the full success of this project.

According to the desires of the Martelly-Conille government, 500,000 jobs will be created in three years and 1 million in five years to improve the living conditions of the Haitian people.

President Michel Martelly launched Tuesday, January 31, the modernization project for the creation process of a limited company, on the initiative of the Ministry of Trade and Industry (MCI). In the presence, among others of: Wilson Laleau, Minister of Commerce, parliamentarians and business personalities, the Head of State promised its full support for the realization of this ambitious project which will reduce the number of days to start a business in Haiti, as a limited company, from 105 to 10 days.
This modernization project, a first in the history of the Haitian Public Administration, is part of the program of e-governance established by the current team in power. The new project aims to make the re-engineering and computerization of steps associated with the creation of a limited company, while meeting what is prescribed in the current legislation, and will require the creation of new laws, including that for an electronic signature. Using modern technology, the MCI will be responsible for the operationalization of the various stages of this project, with the active support of the various actors involved directly and indirectly in the process.
Confident that this project will encourage job creation, one of the four "E" of his political program, the Head of State continues to require of the members of his government, concrete results to improve the business environment in the country where there are lots of opportunities, remaining convinced that we must work hard to put Haiti on the world map of business.
"...The poor rankings are harmful to the image [of Haiti] and are not likely to attract large flows of foreign direct investment circulating in the region," asserted President Martelly " [...] Since I took office I have asked my Government to identify and remove obstacles, in the view of turning Haiti into a chosen land for productive investment; the only guarantee of decent and sustainable jobs. [...] My commitment here before you today is to put an end to this situation. In my speech to Parliament on January 9, I gave the task to the government to take all necessary actions to improve the business environment. I am pleased to see that people of good will involved in this process of business creation, gathered at the initiative of Minister of Trade and Industry to address these problems and solve them as soon as possible. The objective of passing from 105 days to 10 days is a challenge that together we are capable of meeting. I have confidence in you to carry out this project. I urge all Ministries and agencies involved in this process of modernization of the business environment, to follow suit without delay for the full success of this project.
I take this opportunity to solicit the full support of the members of the legislative and judicial powers for the organization of General Estates on investments announced by Minister Laleau [March 13-14, 2011].
