JUSTICE MINISTER BRUNACHE CALLS ON JURISTS TO WORK FOR THE ESTABLISHMENT OF THE CSPJ

PORT-AU-PRINCE - Justice Minister, Pierre Michel Brunache, is dismayed by the new ultimatum issued by judges and lawyers calling for the installation of the members of the Supreme Council of the Judicial Power (CSPJ), or a work stoppage on April 13th.

According to Metropole Haiti, Minister Brunache does not understand the pressures of Haitian jurists, who he feels have not taken into account the progress in this process made by the Martelly administration.

According to the Minister of Justice, legal constraints are the basis for the delay in the implementation of the CSPJ. He cites among others, the lack of a budget for this body to manage the careers of judges. Mr. Brunache believes that an out-of-the-box CSPJ will be an administrative burden of the judiciary, and that technically the terms must be defined by the different actors of the judicial system.

To find solutions to these problems, the Minister of Justice invited the leaders of the Association of Haitian Magistrates (ANAMAH) and the Federation of Bar Associations to dialogue.

Brunache says that confrontation will not advance the process, and urged the leaders of these associations to designate members to special committees responsible for the transition. The three committees will deal with the headquarters of CSPJ, the budget, and skills transfer.

Meanwhile, Minister Brunache emphasized the need for legislators to pass a new organic law for the Department of Justice. The outgoing Prime Minister said he can not make the deposit of the Act in Parliament.

A few days ago, the Minister of Justice and Public Safety, Michel Brunache, announced the end of the certification process for members of the Supreme Council of the Judicial Power (CSPJ) which, according to the Constitution, must be the organ of administration, control, discipline and deliberation of the judiciary.

But the installation of the council was canceled for "technical reasons", 48 hours before the April 2nd ceremony. The installation is now on indefinite postponement.
